When you look at building a Linux distribution there are three problems you need to solve. First, you need people. Second, you need a lot of software - both packages of software that will be in the final product and the software that puts all of those packages together into a release. The third problem is the physical infrastructure it takes to build all of those packages, spin them into a release, and distribute them to the masses.
If you use volunteers, solving the first problem is cheap but can be very hard work to recruit all of those people.
The third problem is easy to solve if you have some cash to throw around and somewhat harder if you have to beg for donations.
Red Hat has solved the second problem for you - all you do is take Fedora and s/Fedora/${YOUR_DISTRO_NAME}/g and you're good to go.
What more could you ask? I ask that sarcastically/rhetorically because it's evident that no matter how much you give people some of them always want more.
